The role
The Manager of Engineering Services reports to the Director of Planning, Engineering and Development, and is responsible for the operation of the Engineering Division. The position is accountable for the proper design, construction and operation of municipal infrastructure; provides technical advice and recommendations to Council committees and other departments/divisions; manages engineering design, construction and maintenance projects for the full range of municipal infrastructure including, buildings, water, wastewater, storm sewer, roads and traffic control devices, facilities, parks, trails, and all appurtenances. The work is performed through a combination of in-house expertise, contractors, consultants and other service providers. The position leads and manages the engineering staff and serves as the City’s technical representative on various regional service authorities and regional infrastructure projects. Represent the City with residents, the public, contractors, consultants, developers and government officials.

As a senior member of the management team, the Manager liaises with all other City departments, divisions and outside agencies in order to further the interests of the citizens of Mount Pearl, ensure the principles of efficiency and accountability, and deliver the highest level of service excellence reasonably possible. The position participates in the development of the Department’s Action Plan in support of the City’s Strategic Plan, annual and business plans, and policies to ensure effective utilization of resources and delivery of quality services.

The ideal candidate

The ideal candidate for this role will possess a bachelor degree in engineering from an accredited university in a relevant discipline and be a member, or eligible to register as a member, of the Professional Engineers and Geoscientists of Newfoundland and Labrador (PEGNL); and will demonstrate seasoned management and leadership experience in municipal infrastructure, project management, capital planning, and administration; or an equivalent combination of leadership, experience and training acceptable to the City.
